The Full Draft Plan consultation forms the third round of public engagement we have undertaken on the Exeter Plan. The previous two rounds have been instrumental in informing the content of the current draft and these processes are set out below in more detail.
The first stage in preparing the New Exeter Local Plan involved inviting comments on an initial set of key issues identified as those Exeter and its communities are facing, and the draft vision for the new Local Plan.

The outline draft consultation was the second round of consultation undertaken in the plan making process for the Exeter Plan. The outline draft included the vision for the city, potential development sites for a mixture of uses including housing and a set of draft policies. This version was not a full draft.
The outline draft Exeter Plan is available for download and was available for public comment for 12 weeks between 26 September and 19 December 2022.
During this consultation, officers from the Council spoke to more than 1,000 people at 15 face-to-face roadshow events in addition to taking the Plan to young people, community groups and city stakeholders.
Almost 4,000 contributions from residents, businesses and organisations across the city were received.
These responses have been collated and analysed by the Local Plans team and a summary of responses received during the consultation has been produced.
