Why do you feel this way and do you have any other comments?

Wastewater Network Historical flooding issues have been reviewed and the necessary actions have been implemented to ensure that flooding does not continue in the future. All other proposed allocations are unlikely to require significant network reinforcement investment but will be assessed as they come forward to determine whether there is a localised impact on the network which needs to be mitigated. Where network reinforcement is required, this is funded through the Infrastructure Charge that SWW receives from developers. SWW will continue to manage surface water in its combined sewer network in order to improve current network performance and to release capacity in the system to accommodate any proposed growth in the city. It will work with Exeter City Council and other external partners to do this.

Why do you feel this way and do you have any other comments?

We support the use of this site. The public consultation on this development in Nov/Dec 2022 made clear that it will not impinge on Belle Isle Park, as the mixed housing and apartments will be built on the current ECC depot footprint. Most likely it will not involve a loss in biodiversity, rather provide a good opportunity to improve it and make the park more accessible.

Why do you feel this way and do you have any other comments?

The full draft of the Exeter Plan only includes site requirements for the strategic brownfield allocations for mixed use development. This means there are no site-specific policies for sites 60 (land @ Hamlin Lane), 72 (Belle Isle) or 143 (Apparel master site on Cowley Bridge Road). These sites are all located within Flood Zone 3 and we would thus expect flood risk to be fully addressed. We would also expect to see a remediation scheme for any contamination found to be present with these sites. We would be able to provide our specific site-specific requirements for these sites upon request.

Please don’t encroach upon this area any more, the Belle Isle area must be left as part of the wider green area around and to the south west of it, the magic of Belle Isle would be destroyed.

Why do you feel this way and do you have any other comments?

This site sits within Flood Zone 2. How realistic is it going to be to deliver housing on this site. If the Council considers this to have a reasonable prospect of delivery then it undermines policy S1 objectives as it allows development in the flood zone. Other similar sites (which don't flood) should therefore also be considered such as Oaklands Riding School.
